Legal operations is the business management side of a legal function. It combines people, processes, data and technology to improve how legal work gets done. For General Counsel and Heads of Legal, it supports decisions about budgets, workloads and resources, helping lawyers focus on legal advice and business priorities. [1]

What does legal operations involve?

Legal operations cover much more than buying software. For example, the Corporate Legal Operations Consortium’s Core 12 framework includes financial management, knowledge management, technology, strategic planning and service delivery models. CLOC

In practice, responsibilities may include:
- Work allocation: organising incoming requests and directing matters to the right person.
- Financial management: tracking legal spend, forecasting budgets and reviewing external provider costs.
- Knowledge management: keeping templates, precedents and guidance accessible and current.
- Process improvement: simplifying contract approvals and reducing duplicated work.
- Legal technology: selecting, implementing and monitoring tools that meet the team’s needs.
- Reporting: measuring demand, turnaround times and progress against priorities. acc.com

The distinction is practical: a lawyer negotiates a contract; a legal operations specialist improves the process supporting those negotiations.

How can legal operations help manage cost pressure?

In ACC’s 2026 global survey of 1,049 chief legal officers across 43 countries, 35% cited budget and resource constraints as their top barrier to success. [2]

However, cutting expenditure alone does not explain which work should change. First, understand what is driving demand and where work stalls.

Consider an illustrative contract backlog. Before adding lawyers or buying software, check whether requests arrive complete, approved templates are accessible and escalation rules are clear.

Then match the response to the cause. Better intake may reduce follow-up; clearer playbooks may support routine work. Meanwhile, a temporary capacity gap may require a secondee, and complex advice may need an external specialist.

How do legal operations support AI implementation?

AI introduces another question: does faster drafting improve the whole workflow?

Thomson Reuters’ 2026 international research found that only 18% of respondents across legal and other professional services said their organisations measured AI’s return on investment. [3] Therefore, agree success measures before a trial. Compare total completion time, including checking and corrections, alongside quality, cost and user feedback.

Importantly, distinguish capacity released from cash saved. Time freed for higher-priority work has value, but it does not automatically reduce expenditure.

Where should your legal team start?

Start with one recurring problem. Next, record a baseline, appoint an owner and trial a manageable change. Review the results before expanding.

At Aclaria, we help in-house teams connect legal work, technology and practical implementation. Our legal, technology and operations specialists support workflow design, testing, training and adoption. [4]

For technology decisions, our free Legal Tech Navigator provides a tailored shortlist and downloadable comparison report. [5] First, define the problem; then explore suitable tools.
